Motivo
La Sección de Neurología de la UEMS ha sugerido que se cree la División de Neurooncología dentro de su Sección. Esta División estaría abierta a Neurocirugía, Neurorradiología, Radioterapia y Oncología general.
La Neurooncología se ha desarrollado en Europa a lo largo de las últimas décadas. En EEUU está establecida como una subespecialidad de Neurología.
La Neurooncología es una especialidad multidisciplinar que tiene interés y competencias para todas las especialidades (secciones) mencionadas previamente.
Los aspectos prácticos de la Neurooncología son los tumores primarios del sistema nervioso central, los efectos del cáncer del sistema nervioso central (ej; metástasis al cerebro y médula espinal), efectos remotos (enfermedad paraneoplásica) y la limitación de la terapéutica por la neurotoxicidad.
La Neurooncología tiene representantes en las grandes sociedades Neurológicas europeas, Federación Europea de Sociedades Neurológicas (EFNS) y Sociedad Europea de Neurología (ENS) y en ambas tiene comisión científica. El presidente del PANEL de la EFNS, Prof. Soffietti ha promovido de forma el desarrollo de la división. La Asociación Europea de Neurooncología (EANO) también ha remitido una carta de apoyo a la Sección de Neurología de la UEMS.
Participantes
La Neurooncología es un campo interdisciplinario. Desde un punto de vista práctico el diagnóstico de la patología Neurooncológica involucran a menudo a neurólogos, radiólogos o neurorradiólogos, el tratamiento quirúrgico a neurocirujanos y el tratamiento coadyugante a neurólogos y oncólogos. Ninguna de estas especialidades puede reivindicar un papel predominante ni puede manejar al paciente de forma independiente. La estructura de la división, centralizada en la Sección de Neurología, debería estar abierta al resto de especialidades y la presidencia debería rotar entre ellas.
Organización funcional
La organización funcional de la División debería facilitar el desarrollo de la Neurooncología como especialidad interdisciplinaria en la UE. Con ello se alcanzarían los siguientes objetivos:
- Establecer los Boards en Neurooncología dentro de la UE.
- Mejorar el conocimiento, el trabajo interdisciplinar y con ello la calidad del manejo de los pacientes.
- Desarrollar instrumentos educacionales para la subespecialización.
La División debería estar integrada dentro de la Sección de Neurología de la UEMS. Se ha establecido un modelo similar con acceso equitativo desde diferentes secciones para Neuropediatría desde Neurología y Pediatría.
Esperamos que esta propuesta y las estructuras sugeridas sean de interés para la UEMS. La Sección de Neurología de la UEMS está deseosa de trabajar activamente y aprobar la implementación de la Neurooncología.

- Introduction:The European Union of Medical Specialists (UEMS) Section of Radiology (“the Section”) has established a Division of Neuroradiology (“the Division”), in accordance with the UEMS Rules of Procedure (UEMS2008/43 amend.10.08, Section VI.9) and as agreed to by the UEMS Council in their Bratislava meeting of October 11-13, 2007. The Section and the Division are subject to the UEMS Statutes and UEMS Rules of Procedure.
- Objective:The Division will, under the responsibility of the Section, represent the interests of the subspecialty of neuroradiology, in particular
- promote the study of neuroradiology
- promote harmonization of neuroradiology training and medical practice of neuroradiology to the highest level in the European Union/UEMS member states
- defend the professional interests of radiologists performing neuroradiology.
The Division shall achieve their aims in the following manners:
- The Division shall recommend the Section on the standards required for training specialists in neuroradiology
- It shall make proposals related to the quality and content of neuroradiology training programs
- It shall examine the content and quality of training in the European Union/UEMS member states
- It shall recommend the criteria to which the training centers shall conform.
- It shall recommend procedures to facilitate the free movement of neuroradiology specialists throughout the European Union.
- It shall recommend procedures to facilitate e-Health, telemedicine and e-learning as it pertains to the practice of neuroradiology throughout the European Union/UEMS member states.In addition, and under the responsibility of the Section:
- The Division will set out an examination to obtain a certificate for recognition of quality leading to the title of “Fellow of the European Board of Neuroradiology”
- It will process applications for EACCME credits in neuroradiology in accordance with EACCME rules
- It may initiate every other activity which it would consider beneficial.
- Structure:The Division is made up of delegations representing the (full and associate) members of the UEMS. Each delegation to the Division shall consist of one delegate of each member country of the Council of the UEMS nominated by that member of Council. Each delegates has the status of medical specialist in the country he represents where he will actively practice the subspecialty of neuroradiology for more than 50% of a full time equivalent. Nomination of delegates has to be confirmed by the national professional organization as listed in the “UEMS member list” in writing to the Division board. In addition, each country may nominate a substitute for their delegates who can replace the permanent representatives temporarily during the mandate of the delegate concerned. The substitute should fulfill all criteria for a delegate. In the case of a temporary replacement, the replaced representative shall inform the President of the Division by letter.The Division board will inform the administrative office of the radiology Section about changes in appointments and confirmation of delegates and their substitutes within a period of two weeks. Once per year the Division board shall provide an updated register of delegates and substitutes, listing the dates that they were first appointed and their contact details to the administrative office, to be published on the website of the UEMS radiology Section (www.uemsradiology.eu) which will be open to delegates to the Division and the Section.
- Division Board:The Division will elect a Division board with three officers: a President, Secretary and Treasurer of the Division. Officers shall be chosen from among the serving delegates from full member countries and will keep the status of national delegate during their term of office. Each mandate lasts for four years and may be renewed once.The election of officers will be initiated by the Secretary of the Division board who shall notify the delegates and the board members of any forthcoming vacancies six months prior to the election. Candidatures for Division board membership, on the instigation of individual delegates or of the Division board, shall be submitted to the Secretary of the board and then announced in writing to the delegates to the Division, the board of the Division and the board of the Section at least three months prior to the election. Election will be decided at the Division meeting by simple majority voting in a paper ballot procedure.
- Duties of the Division board:The Board has to ensure that the objectives of the Division are achieved effectively and in good collaboration with the Section. The board is charged with the organization of the activity of the Division and in particular in convening its meetings. The Board has to run a self-sufficient budget. The Board has to approve at least once a year the report of the president and the financial report of the treasurer.The board may form and dissolve temporary working groups and co-opt experts.
In accordance with the UEMS Rules of Procedure, the board members of the Division have the right to attend meetings of the Section in an advisory capacity.
- UEMS Board of Neuroradiology:In accordance with the UEMS Rules of Procedure VI.8, the Radiology Section will exercise its right to create a European Board of Neuroradiology as “a working group with the aim to guarantee the highest standards of care in the field [of neuroradiology] in the countries of the European Union, by ensuring that the training is raised to the highest possible level”.The President, Secretary and Treasurer of the Division together with the President, Secretary and Treasurer of the Section, will together constitute the UEMS Board of Neuroradiology.
- Modus operandi of the Division:It is a main task of the Division to formulate views and policies relating to neuroradiology training, professional practice and patient-related issues in the European Union/UEMS member states. The Division will prepare policy papers, that, pending endorsement by the Radiology Section, will have the status of the official view of the UEMS Radiology Section and the European Board of Neuroradiology.
- Meetings of the Division:The Division will meet at least once per year, at the instigation of President or Secretary of the Division, or, if they should fail to do so, of the President of the Section.The meeting shall be organized in such a way as to entail a minimum of expenses. They are announced in writing to the delegates, the Section board and the administrative office of the Section at least three months before the date arranged for the meeting.
To the Division meetings shall be invited: the delegations of the UEMS member countries and the President of the Section. Whenever it seems appropriate, other members of the Section board may attend the meeting of the Division. Upon approval by the President of the Division, national delegates may be represented by a substitute.
The meeting agenda shall consist of subjects proposed by the Division board and the delegates to the Division, but may be added to by the UEMS council or the Section board. The agenda adopted by the Division board shall be communicated to the delegates, the members of the Section board and the Section’s administrative office at least one month before the meeting.
The assembly of the Division is legitimally constituted if the majority of the delegates representing full UEMS member countries are present or represented. Delegates have the right to ask the President of the Division for the floor at any time when they want to address the meeting. Delegates of full UEMS member countries (one vote per delegation) and the President of the radiology Section are enabled to cast a vote. Decisions at the meeting will be decided by simple majority voting. It cannot be decided on issues that are not included in the agenda except under exceptional circumstances.
Approved written minutes of the meeting shall be provided within a period of three weeks to the delegates, the Section Board and the administrative bureau of the Section. The meeting agenda and minutes of the Division will be published on the website of the UEMS radiology Section.
- Endorsement of Division proposals, documents and policy papers:The President of the Division has the initiative to ask for endorsement by the Section of proposals, documents and policy papers that have been approved by the Division. The President will provide all relevant documentation to the Section board and the administrative office of the Section at least one month prior to the upcoming section meeting, for timely circulation among the national delegates of the Section. Endorsement of the proposal will be put as a decision item on the meeting agenda.The decision for endorsement will be taken by majority vote during the meeting. The President of the Section has the right to veto a decision of endorsement for one-time-only in case he considers the decision counter to the interests of the Section, in which case the item will be automatically placed on the agenda for the following Section meeting.
Endorsed proposals, papers and policy documents will be circulated to the UEMS Council and published on the UEMS Radiology Section website as the official view of the UEMS Radiology Section and the European Board of Neuroradiology and pending approval by the UEMS Council, as the official UEMS point of view. The European Board of Radiology can seek additional endorsement by scientific organizations, notably the European Society of Neuroradiology and/or the European Society of Radiology.
Non-endorsed papers can be placed on the agenda of a next Section meeting for a re-vote, but cannot be published or circulated to third parties as a UEMS paper.
Financing:
The Division shall assume the responsibility for financing its activities. Financial management is conferred upon the elected Treasurer whose task it is to collect annual subscriptions within the time limits to balance the budget and to inform the Section board and in particular the Treasurer of the Section, once per year about the Division financial state. The Division will pay an annual compulsory fee to the Radiology Section, the amount of which is fixed each year by the UEMS radiology Section board.
Amendments to these Rules of Procedure:
Amendments to the Rules of Procedure can be made only by the UEMS radiology Section assembly, subject to a two-third majority vote, or alternatively, by decision of the UEMS Council.

Neuroradiology as Division of the U.E.M.S. – We have managed it!
The European Union of Medical Specialists (UEMS) is increasingly important in the design of specialties in Europe. It regulates important areas of our professional life, like standards for training and education, accreditation of training centers, European qualification standards in Neuroradiology or the CME-credits system. More and more, the basis for national implementation is also prepared by the UEMS and it was therefore justified that the ESNR strove for more than10 years to become a member of this important organization. We have now achieved this and founded the Division of Neuroradiology in the Section Radiology in Brussels on September 13th 2008. The work already begun in the European Board of Neuroradiology can now be continued and Standards and Guidelines for Neuroradiology in Europe further developed.
I would like especially to thank all of those, who have supported the work of the European Society of Neuroradiology and the European Board for so many years. Those who have worked directly over the years to get Neuroradiology anchored in the UEMS know very well that we would not be here today, had they not met with openness and willingness to cooperate from the President of the Radiology Section, Prof. Peter Pattynama and the Secretary General of the U.E.M.S. Dr. Bernard Maillet.
The pathway to the founding of a Neuroradiological Division is long and not without detours. More than 12 years of constant effort to achieve this goal lie now behind us. The aim was always to convince their counterparts within Radiology and the Neuroscience Specialties, that the specificity of Neuroradiology requires individual education and training to equip this part of radiology professionally with the best expertise.
We met in the past with the greatest understanding in the neuro-disciplines, which regularly invited representatives of the ESNR to attend their meetings as guests. We especially have to thank Prof. Hans Reulen, President of the Section of Neurosurgery who supported us in an outstanding way and great trustworthiness.
The neighboring clinical disciplines have always supported our opinion that the best way to achieve training as a neuroradiologist can be realized within an independent specialty. On their part, it was always accepted as a legitimate wish of Neuroradiology that it be permitted the possibility of achieving European harmonization of the training programs, education, organization, examination etc. independently as a specialty. This of course, leaves open a wide range of cooperation, not only with neuroscience disciplines but also with radiology.
A synergism of individual factors often requires new decisions. The offer from Neurosurgery coupled with a change of leadership in the Radiology Section brought new flexibility and willingness to question old positions. At the important Rotterdam Meeting between the Radiology Section and representatives of the ESNR on April 2007 we could observe that the positions of Radiology and Neuroradiology are not so far apart, and that cooperation similar to that, originally discussed with Neurosurgery, is also plausible. All present agreed to the necessity to develop subspecialisation within Radiology. It was taken as especially positive that Radiology considers the demands of Neuroradiology to be adequately represented at the European level as justified, in order to cope with its tasks for the development of a European Neuroradiology in future. The partners came to the conclusion that these tasks would be well-positioned within the Radiology section and that there is no hindrance to the likewise necessary intensive and good relationship to the clinical neighbor disciplines, especially Neurology and Neurosurgery. On October 27, 2007 at the meeting of the UEMS/POC-Delegates in Berlin, the application of the ESNR for establishment of a Division of Neuroradiology within the Section of Radiology was discussed in detail and a positive vote was given.
I think we are well prepared for the work facing us in the Division. The ESNR and EBNR have worked for several years to prepare standards for Training and Education in Neuroradiology, Accreditation of Training Centers, European Examination for achieving the European qualification in Neuroradiology, CME/CPD credits system etc. These must be made more precise, expanded, and brought in line with the many national European Standards. They are a good basis for the work in the next years, which will be mainly done by the Board elected at the founding meeting: Prof. Olof Flodmark as the president of the Division together with Prof. Massimo Gallucci as the Secretary General and Prof. Peter Barsi as treasurer. We see our tasks in the implementation of a high medical standard in all aspects of Neuroradiology and can therefore identify easily with the UEMS proclamation: «The UEMS is the most comprehensive and representative European Medical Organisation for those areas proclaimed as its areas of knowledge and expertise at the European level».
I wish the Division of Neuroradiology along with the ESNR an efficient and meaningful shaping of Neuroradiology in Europe.

Apreciados amigos:
El 12 de septiembre de 2008, se celebró en la sede de la UEMS (Unión Europea de Especialidades Médicas) en Bruselas, el acto oficial para la Creación de la División de la Neurorradiología dentro de la Sección de Radiología, bajo la Presidencia del Secretario General de la UEMS, el Sr. Maillet, el Presidente de la Sección de Radiología, el Sr. Patynama y los delegados oficiales de todos los países de la Comunidad Europea invitados, estando presentes los representantes de Alemania, Bélgica, España, Finlandia, Francia, Hungría, Italia, Noruega, Portugal, Suecia, y Suiza.
La creación oficial de esta División, representa que, al fin, la Neurorradiología diagnóstica y terapéutica, es reconocida como un área de conocimiento específico con capacidad para iniciar a partir de ahora, dentro de la Radiología, negociaciones sobre aspectos tan importantes como:
- El contenido de nuestro currículum en Neurorradiología.
- Definir los estándares de formación y práctica de la Neurorradiología.
- diagnóstica y terapéutica.
- Examen Europeo en Neurorradiología.
- Las relaciones con otras Divisiones y Secciones dentro de la UEMS.
- Acreditación de centros de formación.
- Especificaciones sobre los cursos de formación y su acreditación.
- neurorradiológica.
- Formación continuada.
El Secretario general de la UEMS, el Sr Maillet, expuso a grandes rasgos la estructura y funcionamiento de la UEMS en lo que respecta a las Secciones y Divisiones, resaltando que esta División de Neurorradiología abarcaba tanto las áreas de diagnóstico como de intervencionismo y que cada país debía estar representado por dos delegados nacionales, profesionales de la Neurorradiología y designados por la Organización Medica Colegial, a partir de las propuestas realizadas por la Sociedad Española de Neurorradiología (los representantes nacionales son los Dres. Jordi Ruscalleda y Alberto Cabrera)
A continuación se procedió, mediante votación de los presentes, a la elección del Presidente, Secretario y Tesorero de la División, saliendo elegidos por unanimidad el Dr. Olof Flodmark (Suecia) como Presidente, Dr. Máximo Gallucci (Italia) como Secretario, y el Dr. Peter Barsi (Hungría) como Tesorero.
El Dr. Olof Flodmark agradeció su nombramiento y nombró una seria de prioridades destacando como más importantes el trabajar en los siguientes temas:
- Charter of training in neuroradiology, interventional and diagnostic, updated and approved in the Division.
- Training in neuroradiology in common trunk of Radiology, training in neuroradiology –relation with other neurosciences – updated and approved in the Division.
- European Examination in Neuroradiology.
- Issuing of diplomas –EQNR- with approval and “stamp” of UEMS.
- Relations with other divisions/sections of UEMS.

- Accreditation of training centres.
- Accreditation of training courses – ECNR and others.
- CME/CPD.
- Issuing of CME credits.

La Sociedad Europea de Neurorradiología (ESNR) ha puesto en marcha un programa de intercambio para la formación en Neurorradiología, con el objetivo de formar futuros líderes en el campo de la especialidad:
- Apoyando y desarrollando la movilidad geográfica y la comunicación entre residentes y Fellows en Neurorradiología en Europa.
- Ofreciendo formación en aspectos/apartados no disponibles en instituciones locales.
- Apoyando la cooperación educacional y de investigación entre instituciones Neurorradiológicas.
- Construyendo una comunidad o red de la “Familia Europea de Neurorradiología”.
El programa de intercambio podría financiar algunos de los siguientes puntos:
A) Estancia de 3-6 meses en un Departamento de Neurorradiología (el centro o corazón del programa).
B) Financiación parcial de un ciclo completo (4 cursos) del curso Europeo de Neurorradiología.
C) Inscripción gratuita al Congreso Anual de la Sociedad Europea de Neurorradiología para los tres participantes del programa de intercambio que obtengan mejores resultados en los exámenes del Curso Europeo de Neurorradiología.
D) Apoyo económico para sufragar gastos del viaje.
E) Apoyo económico de la institución de intercambio(ej. housing or board).
F) Financiación parcial de la institución de origen (ej. leave of absence).
Este programa está apoyado por la ESNR y patrocinado por la “Application Procedure for the European Exchange in Neuroradiology” para el intercambio europeo en Neurorradiología.
El solicitante deberá definir los detalles logísticos tales como el tiempo de estancia y las instituciones que participan en el intercambio.
Posteriormente cursará la solicitud de intercambio a la ESNR (se puede descargar de la página web www.esnr.org) incluyendo la información que se menciona posteriormente. La solicitud deberá ser enviada a:

Una presentación oral sobre su trabajo y actividades durante el intercambio o una presentación oral sobre algún tema relacionado con su actividad de intercambio. Esta presentación será expuesta en la reunión bianual del programa de intercambio, que tendrá lugar en Freiburg, Alemania (será anunciada próximamente).
